New Haven officials overwhelmingly backed rezoning a Wooster Square property, advancing a Philadelphia developer’s plans for a 13-story apartment tower.

The Board of Alders voted 24-1 in support of the 78 Olive St. rezoning, where PNC Property Group has proposed 136 apartments on a parking lot for its neighboring Strouse Adler apartment building.

The project has drawn opposition from neighbors, who argued the project is incompatible with the low-rise buildings in the area, and support from pro-housing advocates who favor allowing greater density to increase production of multifamily units.

“As the city of New Haven continues to grow and the population of young people continues to grow, we need this type of housing,” Alder Jeanette Morrison stated at Tuesday’s meeting in announcing her support for the zoning change, according to a report in the New Haven Independent.

PMC Property Group is proposing 14 income-restricted units as part of the project. Designs include amenity spaces on the 13th floor and roof.

In addition to 39 on-site parking spaces, PMC proposes leasing spaces in a municipal parking garage at 270 State St.
